Honestly, what did you expect? I doubt highly that you can point to any race and call them the "best" fighter. Best at what?
Minmatar are speed demons - they start with exceptionally high Navigation speed. They can use Tech-2 Afterburners right out of the box and can train MWD's in about 15 minutes. Their speed and good tracking projectile turrets lend well to faster targets such as Drones or fast Frigates.
Minmatar pilots start with skills that lean toward hit-and-run combat and Piracy.
Gallente are Droners - They start with good Drone skills and most all their ships have decent drone bays, even some Frigates! Therefore, starting Gallente lean toward eating up smaller targets.
Gallente pilots start with skills that emphasize close range combat with Blasters and long range combat with Drones. They also start with Mechanic skill, so they can immediately fit Armor Repair modules.
Amarr are pretty balanced - They start with great Engineering and Mechanics skill, so can comfortably use Energy Grid upgrades and such while maintaing excellent Armor tanking.
Amarr pilots start with skills that emphasize well roundedness. Although Lasers are kinda crappy(my opinion only), they can still deal good damage against the Amarr faction enemies. Also have *ok* Drone skills, but not great Drone bays in lower tier ships.
Caldari are Missileers - They start with incredible Engineering skills to emphasize Shield Tanking. They also have great Missile skills, lending them excellent versatility in PvE content.
Caldari pilots start with skills that greatly emphasize Shield Tanking and Missiles. As such, they do not do as well in PvP out of the box as Missiles are somewhat lackluster. Their Shield skills, as well as Ship Resistance bonuses make them very difficult to kill, making them have greatly increased survivability.
You really have to just pick a race that appeals to you and try all the different forms of combat before you find the right one for you. My first was Minmatar, and I got it right the first time. I really like speeding around fast and weapons that drain my cap are really irritating. I played all the other races through the tutorial and a few days after trying out their ships, and luckily, I made the right choice with Minmatar.
Try all the different combat characters. What's the point of min/max'ing if you get stuck with a character who's combat style you don't like?
